Why is this important?
Whether you are a new resident or recently returned from a long trip, it is always important to remember that even if Heisen is prospering, it does not mean that everything is safe and sound. Sadly, there are a few bad eggs in our city, and this page is here to tell you what areas you should avoid, what you should keep in mind about each gang, and, more importantly, to be able to keep yourself safe if you find yourself in one of these areas.
What does this map say?
To ensure your absolute safety, we have created a map of the reported activities of the various gangs, which will be listed beyond this explanation. As you can see, some districts have the gang logo on them, meaning they hold areas under their control. However, a few areas break this mold. Most notably within the Eastern Industrial District (EID), the Northern Industrial District (NID), and the eastern side of Lower Toei. These are contested areas and are also the biggest sources of crime. So be wary when you enter those places.

Current status: Active in Central Hesein, NID, and EID.
Brief overview: Originally founded as a mechanic club, once he was shot during a spousal dispute, his son, Taquille, turned it into one of Hesein's first organized gangs. They extort local businesses for protection, involve themselves in the drug trade, and hold illegal street races.
How do you deal with them? Los Jinetes does NOT try to gain money by mugging, keep your head down, don't say a word, and go about your day.
"The 12 Values"

Known Leader: Elijah Collins
Current status: Active in eastern and Lower Toei proper. Some reports also suggest the NID
Brief overview: Founded as a pro-Pacific opposition group, The 12 Values was mainly comprised of Veterans of the 2nd Pacific-Japanese War. Yet, it slowly devolved into a gang, especially following the 2012 riots. After the prefecture gained autonomy, The 12 Values already held responsibility for 30 out of 45 bank robberies.
How do you deal with them?: Diplomacy is not an option with The 12 Values, if you find yourself in their territory and get eyed the wrong way. Either contact the local authority in your area or use your privilege as a weapon owner if you have paid for it.
"Roadside Cats"

Known Leader: (Presumed) Nina Czajka
Current Status: Largely surrounds the areas outside of HCPD jurisdiction, such as the Outskirts.
Brief overview: As Hesein's most recent gang, the Roadside Cats was founded under Viktor Sterlang (who is at the moment held at the Jingū Mental Asylum) and held the belief that they were the new generation of Cossacks. While this idea has already been abandoned, they kept their tactics of being raiders, specifically targeting corporate convoys and having no permanent base within the Outskirts.
How do you deal with them?: If you have any reason to be in the Outskirts, it is always a safer bet to turn back and potentially search for a way to travel by air. The Roadside Cats are among the more violent gangs and it is not worth it trying to seek peace with them.
"THE ODD CASE"

Known Leader: Marcia Kolettis
Current Status: Currently only holding activity in Heisen City Plaza. However, there have been members all over the city.
Brief overview: While not being considered a "gang" per se. Recent activity shows that they have been choking out the previous gangs by providing a space of "comfort" and "family". Founded by "Mother" Marcia, they claim to be on a crusade to unite the people of Hesein, to set aside differences and accept their place under the Emperor's Light. Believers of the Old Religion.
How do you deal with them?: It depends on whether or not you are interested in joining them. They haven't shown violence to anyone yet. Keep a close eye at all times, though.
